WHEREAS, solid waste disposal in Nevada is increasing due to population growth and the importation of out-of-state waste; and
WHEREAS, it is in the interest of the citizens of Nevada to promote the conservation of natural resources and reduce the quantity of all wastes which must be disposed of in landfills; and
WHEREAS, recycling of materials accomplishes economic and environmental goals which will strengthen the state's efficiency, lessen its dependency on imported energy resources and promotes a healthy economy, and
WHEREAS, recycling of glass, paper, cardboard, plastic, aluminum, and other assorted metals and composting of yard waste not only protects the environment but also promotes the development of innovative technologies, new industries, and provides a challenge for Nevada's higher education and research facilities; and
WHEREAS, it is in the best interest of all citizens that industry, business, and residents get involved with recycling activities, programs, and endeavors, which demonstrate leadership and model constructive solid waste management practices;
NOW THEREFORE I, KENNY C. GUINN, GOVERNOR OF THE STATE OF NEVADA, do herby proclaim November 15, 2003 as
NEVADA RECYCLES DAY
and furthermore, I urge all citizens to avail themselves of the services offered to encourage and participate in recycling endeavors.
