Additional Background

     This Permit is being issued to the U.S. Department of Energy, Nevada Operations Office (DOE/NV) by the Nevada Division of Environmental Protection, Bureau of Federal Facilities.

     DOE/NV (The Permittee) is authorized to operate a hazardous waste research, development and demonstration project at Nevada Test Site (NTS). The project will take place at the TaDD Facility in Area Eleven (11) of NTS. NTS is located approximately 105 km (65 mi) northwest of Las Vegas, Nevada.

Operation at the facility will consist of storage of Military Munitions (Shillelagh Rockets) in accordance with Department of Defense Explosives Safety Board (DDESB) Standards. Ignition of the rocket propellent, collection of emissions data for the design of a treatment unit and retrieval of usable portions of the rocket "carcass" for beneficial use. All tests will be conducted statically with collection of emission gases by the gas holder and the off-gas treatment system. The operation of the facility will be constrained by the conditions of this Permit and/or any condition the NDEP considers a real or perceived "threat to human health and/or the environment".
