Chemical Accident Prevention Program (CAPP)
The purpose of the Chemical Accident Prevention Program (CAPP) is clearly stated in NRS 459.380 of the program's enabling statute:
- Protect the health, safety and general welfare of the residents of this state from the effects of the improper handling of hazardous chemicals at the point where they are produced, used or stored in this state or where explosives are manufactured for sale;

CAPP regulates 40+ facilities handling nearly 30 Million Pounds of Highly Hazardous Substances - Ensure that the employees of this state who are required to work with hazardous chemicals or explosives are guaranteed a safe and healthful working environment;
- Protect the natural resources of this state by preventing and mitigating accidental or unexpected releases of hazardous chemicals into the environment; and
- Ensure the safe and adequate handling of hazardous chemicals produced, used, stored or handled; and explosives that are manufactured for sale in this state.

- On-Line Registration - CAPPTrack

The 2009 CAPP Annual Registration will be completed this year through the online CAPPTrack application. As NDEP does not have electornic signature capablity at this time, you will still be required to print, certify and mail a paper copy. The required input will be essentially the same as in previous years. Please note that the respective facility registration file will be populated with the prior year's registration information, so that most of the input will be data verification and editing. - Element Audit Checklists

The element audit checklists have been revised to include a couple of new features. First, the checklists now include a "Percentage Completion Score;" this is a numerical score of 100 total possible points providing the facility a semi-quantitative evaluation of their compliance status. Each Section of the checklist is weighted a percentage of the 100 total possible points giving more emphasis to such sections as "Program Implementation." Second, many sections of the checklist have been expanded providing additional questions under a particular topic. This is intended to assist the facility in developing the topic by providing additional questions under a particular topic. This is intended to assist the facility in developing the topic by providing examples. Lastly, the checklists have an expanded emphasis on "Management Plan and Document Control." Some of the checklists have an expanded section, including many more line items; but in the other checklists the management plan, for the most part, has been included in each of the sections of the checklist. - Data Forms

Like the element audit checklists, the data forms have been expanded to include new features to assist facilities in complying with the CAPP Regulations. First, many of the data forms now include discussion of compliance topics, including examples in some cases. Second, many of the data forms have additional tables intended to assist facilities in organzing their data to ascertain wheter they have covered regulatory requirements.
